the answer is correct cos speak is an act of communicating e.g he speaks french, she speaks in tongue. but you cannot say he tells french or she tells in tongue. but when u say tell, it inform positively and with certainty and confidence and that is why u can say he boldly told past tense of tell the truth.

The correct answer is Tell. To speak means to utter words out of ur mouth. U tell a lie or tell the truth. U don't speak a lie
