Another thing to consider is that we can have HAD only when two sentences are being dealt with,on no occasion can you have had in single sentence or clause e.g I had gone ❌

Every sentence should have verb. Has is a sort of a verb, likewise had and have; now, has appear when d subject is singular, have do when d subject is plural whereas had is d general past tense of d two auxiliary verbs: has and have. In d question above, we have 2 past tense verbs: seen and asked. D next helping verb must not, as a rule, be present tense in form. This spectrum is called past perfect tense.
