for my money, I will say that, it is children that somebody looks after. since it's a duty, take over should be the correct answer

this is very wrong, because it a dutie and not a work that you just come to inspect and go. to CARRY ON means to continue a work.ie the work of a principal in my absence.

since the principal is just going on leave and not quiting his position permanently the vice can look after the school until the president resume and not to take over, so the answer is absolutely correct.
