The answer is a.. Would is used for stating future possibility while would have is used for stating past or hypothetical situation.... Like for eg If I had more money, I would have bought a car
I would buy a car when I get money or if I have money. If he had arrived late, this is trying to state what would have happened If he arrived late, it didn't happen but if it had this would have been the outcome so it is a hypothetical situation ... If the sentence was like He arrived late so everyone ____blame him, would can be used since is a future possibility so a is correct or am I wrong??
