Yes penetrating is a synonym of incisive, but it relates to incision (a derivative of incisive) which means to cut, pierce, etc....

In regards to this question, 'penetrating' has has nothing to do with the sentence, whereas, 'decisive' (another synonym of incisive in this context) does!
