The selected answer is wrong:
Essentially it says All(Everybody)(but two people) retained their position ... Essentially everybody retained their position... The answer is rightfully D... All but two people were sacked... Everybody was sacked except two people

As simple as this, the intepretation of the sentence is that only 2 of the ministers did not loose their seats... Opt c stats... All but two of them were retained... This means all were retained but(except) for the two. It simply implies all of them stayed and 2 left which is against the statement... But opt D stats all but 2 were sacked... Which implies that all of them were sacked but(except) 2... I.e opt D is correct...

D is the correct answer at a closer look. I actually failed it before when i choosed C. D means only two ministers were retained whereas C means that all were retained except two.
