When there is improved hygiene, there will be less life claiming diseases. Hence less death.
Low death rate can does not reduce population either.
Increased birthrate makes population to increase.
Family planning helps reduce population by preventing indiscriminate birth or unplanned natality. So, Family planning is not a cause of high population growth.
