C is definitely the answer because all the above except C are all factors that hinder the growth of commerce but INSURANCE is the onlt factor that encourage commerce there.I stand to be corrected.

The answer is meant to be C. The only factor there which doesn't affect the growth of commerce is said to be insurance, cuz insurance doesn't necessarily affect commerce greatly, Buh the other options listed up there affects greatly and hampers it a lot.
