the above answer is wrong, looking at 1samuel 13:8-15, Saul's disobedience was because the people were deserting him as he told Samuel in verse 11. so there was no record of the people talking nor him obeying their voice.

but looking from 1 Samuel 15:15, where they were sent to wipe out the Amelikites, the answer would be A
