Peter, identifying himself as a "fellow elder" and a witness of Christ's sufferings, addresses the leaders and the younger members of the church. He recognises that for a church to remain stable under the pressure of persecution, there must be a strong bond of mutual respect between the different age groups and ranks. Peter instructs the elders to be true shepherds of God’s flock. They should not lead for "shameful gain" or selfish profit, but out of a genuine desire to serve the community. Elders must not "lord it over" those entrusted to them. Peter's primary instruction to the younger men and women is one of submission. He tells them to be subject to the elders. When a church fails to follow Peter's advice, internal conflict arises, which significantly hinders its progress. Three major consequences include:

Consequence Description
1. Diversion of Energy and Resources Instead of focusing on evangelism, missions, and community welfare, a church in conflict spends its time, money, and emotional energy on internal disputes and legal or administrative battles.
2. Loss of Credibility and Witness A primary goal of the church is to be a light to the world. When outsiders see believers fighting and divided, the gospel message loses its appeal, making it difficult to attract and win new souls for Christ.
3. Spiritual Immaturity and Stagnation Conflict creates an environment of bitterness and malice, which quenches the Holy Spirit. Members become discouraged and may stop attending or serving, leading to a decline in both the spiritual depth and the numerical strength of the congregation.
