Explanation

(a)

Following the decree of Cyrus the Great, a group of Jewish exiles led by Zerubbabel and Jeshua returned to Jerusalem to rebuild the Temple. Upon their arrival and the laying of the foundation, their neighbours: the Samaritans (described as the "adversaries of Judah and Benjamin"), approached them with a request to join the project, claiming they had worshipped the same God since the days of the Assyrian king Esarhaddon.

Zerubbabel, Jeshua, and the rest of the heads of the fathers' houses gave a firm and immediate refusal. They stated: "You have nothing to do with us in building a house to our God; but we alone will build to the Lord, the God of Israel." This rejection was rooted in the desire to maintain the religious purity of Israel, as the Samaritans practiced a syncretic religion that mixed the worship of Yahweh with pagan idols.

Infuriated by the rejection, the people of the land (Samaritans) began a systematic campaign to stop the work. They actively discouraged the people of Judah and made them afraid to continue building.They also hired counselors against the Jews to frustrate their purpose throughout the reign of Cyrus and into the reign of Darius, king of Persia.

The opposition escalated into formal political sabotage. During the reigns of Ahasuerus and Artaxerxes, the adversaries wrote letters of accusation against the inhabitants of Judah and Jerusalem. They falsely claimed that if the city and its walls were rebuilt, the Jews would stop paying taxes, tribute, and customs, thereby hurting the royal treasury. They also labeled Jerusalem a "rebellious and wicked city" that had a history of revolt.

In response to these letters, King Artaxerxes issued a decree to stop the construction. The Samaritans went in haste to Jerusalem and used force and power to stop the Jews. As a result, the work on the house of God in Jerusalem ceased until the second year of the reign of Darius, king of Persia.

 

(b)

Tensions among neighbors can disrupt the peace of a community and lead to long-term social instability. Four primary causes include:

Cause Description
1. Boundary Disputes Disagreements over land ownership, the exact location of property lines, or the unauthorized use of a neighbor's space are major sources of friction.
2. Noise Pollution Constant disturbance through loud music, shouting, or late-night activities can cause significant irritation and lead to frequent confrontations.
3. Environmental Nuisance Poor waste management, such as dumping refuse in common areas or allowing drainage water to flow into a neighbor’s compound, often triggers heated disputes.
4. Lack of Communication Misunderstandings often arise when there is no platform for dialogue. Gossip, suspicion, and a lack of mutual respect can turn minor issues into deep-seated communal animosity.
