When Paul arrived in Rome, he was placed under house arrest but was allowed to meet people freely. The first group he addressed was the Jewish leaders (Council) in Rome (Acts 28:17-20). He explained why he was imprisoned and reassured them that he had not come to accuse his fellow Jews but to testify about the hope of Israel (Jesus Christ).
