They were actually thirsty at that time.
I know this bcus according to the bible,God sent them manner when he heard them complaining for food and then saying Egypt was better than where Moses and Aaron brought them.
After the where given manner from heaven, they began to complain of thirst. So I guess the answer is correct. Option D is correct.
