In Acts 8:26-40, Philip the Evangelist was the one who baptised the Ethiopian eunuch. Philip was guided by the Holy Spirit to meet the eunuch, who was reading the book of Isaiah. After explaining the scripture to him and preaching about Jesus, the eunuch asked to be baptised. Philip baptised him in a nearby body of water.
Acts 8:38-39 (RSV):
“And he commanded the chariot to stop, and both went down into the water, Philip and the eunuch, and he baptised him. And when they came up out of the water, the Spirit of the Lord caught Philip away, and the eunuch saw him no more, and went on his way rejoicing.”
