my school The answer is A not C rusting occurs when iron combines with atmospheric oxygen and water which is accelerated by Carbon dioxide to for a hydrated brown iron (iii) oxide

iron is a metal and generally oxides of metals are basic while those of non metals are acidic.
Fe2O3 is insoluble hence it is not an alkali but it is a base

My sch your explanation is contradicting with your answer it is meant to be Acidic not Basic.

iron oxide is basic. because it gives salt and water on reacting with acids like sulphuric acid, hydrochloric acid
