Electrons are obviously the ones responsible for the chemical properties of an atom cuz an atom becomes chemically active either by the loss or gain of them. The protons are always constant 

you guys are misunderstanding something from the question they asked which of the following species determines the chemical properties of an atom now , before answering that we should be aware that an atom is electrically neutral because it contains equal number of protons and electrons
the proton number is used to get the electronic configuration of an element not the electron, the chemical properties of an atom is determined by the valence electrons not electron itself, electron is different from valence electrons, electrons are the ones revolving around the nucleus in the orbit whilenthe valence electrons is the electron in the outermost shell of an element an that is what is responsible for the chemical properties of an atom since their is no valence electrons in the option the answer is proton because that is what contributes to the chemical properties of an element
for example aluminum has 13 electrons but it is only 3 valence electrons contributed by the electronic configuration that is responsible for the reactivity of aluminum
