According reaction above, An electro positive element K has being added to bromine... hence reduction (addition of electro positive and removal of electronic negative) hence an oxidizing agent

In the equation above, that is in the reaction side the presence of bromine being added has been reduced in the product side, therefore making it an oxidizing agent. and we know that an oxidizing agent is an agent which oxidizes a substance but in the process gets reduced.
