The ans is way because without water chlorine can not react to release that nascent Oxyfen which will now perform the bleaching process. There is no how you can start talking of importance of the hand without talking about that of the head. Assuming there is no water in the option, you can then choose Oxygen but since there is water there that's the ans.

This is because it involves the process of oxidation as Chlorine reacts with water to produce nascent oxygen which combines with the material to be bleached. Chlorine i know beaches by oxidation(addition of Oxygen) so why water? Water is necceesassry for evry bleaching weather SO2 H2S. but Oxygen is essential for chlorine to bleach

it react with the oxygen in water,not with the water it self.... it react with oxygen to form oxochlorate
