The correct answer should be C. I don't know why A was chosen as the correct answer.
The question is not about the one with the highest or lowest boiling point. It's an arrangement of the bond strengths from the weakest to the strongest (i.e increasing order).
Hence, HF which has hydrogen bond alone will be weakest (i.e lowest boiling point) followed by NH3 (covalent bond present) while the strongest will be H2O (with both hydrogen and covalent bonds in it). So, the correct answer should be C.
