the correct answer should be E
that is because the fact that it is a universal solvent just implies that it can dissolve most things like lets talk abt sugar, when it dissolves sugar, that's a physical change, but it being neutral to lithmus is a chemical property because had it had an effect a chemical reaction which would lead to a chemical change would have taken place.
