Since we are given the volume(cm^3), and concentration of acid(mol dm^3) used and the volume of d base to b 30cm^3. The nxt thing is to calculate the mole ratio of the two solutions.
H2SO4 + 2NaOH = Na2SO4 + 2H2O

Since the reaction is of neutralization. Next thing is to apply your formula which is
CaVa/CbVb = mol ratio
where Ca =acid conc.
Va = vol. of acid.
Cb = conc. of base.
Vb = vol. of base.
Ca = 0.09 mol dm^3, Va = 20cm3, Cb= ? , Vb = 30cm3.
0.09*20/ Cb*30 = 1/2
make Cb the subject of d formula.
Cb = 2*0.09*20/30
> Cb = 0.12moldm^3
