Here is an explanation:

since CH3COOH can donate 1 proton (H+) to form CH3COO- & H+ so the basicity of ethanoic acid is 1. (monobasic acid)....NB the basicity of an acid depends on the total amount of proton(positive ions) it can donate.

In weak acids, like CH3COOH (Acetic Acid), there is one replaceable hydrogen ion, not 4! The hydrogen atoms in the methyl group are not replaceable. So, its basicity will be 1.
