y is the mass number and z is the atomic number.
so the basic properties of X depends on the value of z.
for example,in carbon, y might be 13 then the atomic number z is 6.
an atom of an element exhibits different mass numbers but ALWAYS the same Atomic number.

According to chemistry.the total number of protons in is what determines the atomic number of that element.also the total number of protons in it's nucleus is equal to the Total number of electrons in an atomic shell.And also not that z is atomic no or no of protons A is mass number or y.so from my explanation you Will see that the chemical properties of an element depends on z because z is the atomic number or number of protons.e.g if a boy doesn't have food to eat and one day someone brought food for him.The next day the person brings food him.will he not depend on that person that brings him food?
