Sorry to say this, but the person who put that as the answer needs to review his/her Chemistry...
Or probably just reread the question.
They asked which of the following was in the GROUND state, not excited state.
CLEARLY, options A, B and C give the electron configurations of Beryllium, Magnesium and Carbon respectively, all in their EXCITED states (their ground states being 1s²2s², 1s²2s²2p63s², 1s²2s²2p² respectively). From this, we can REASONABLY conclude that the only electron configuration that accurately represented an atom (belonging unmistakably to the element Neon) in its ground state is that of option D.

The answer here is wrong. The question says ground state not exited state as oppose the explanation given above. Therefore, option 'D' is the correct answer
