There are ten electrons....that means the first shell will be saturated by 2 electrons ...that leaves 8....the next shell will be saturated by the remaining 8 leaving no other electron and therefore there is no remaining electron to combine with another......

The element equivalent to the configuration is Neon which is a grp 8 (Noble gas), meaning its also inert, (unreactive), so it has a combining power of 0 cause its shells are already full so there's no way of it combining to any other element.
