Option C is correct, coz hydrogen chloride does not dissociate in non polar solvent like methyl benzene

when dry HCl is dissolved in methylbenzene (toluene) it dissolves in the solvent but does not ionize because methylbenzene is a nonpolar organic solvent and HCl remains as whole molecules without releasing hydrogen ions into the solution.
