The explanation is quite easy. But i first recommend u know about IUPAC rules for determing oxidation number, because that's what the question wants us to look for.
From NaClO4, we see that there are three elements which are Na, Cl, and O4. To name the compound we will have to find the oxidation number of Cl, because we already know the oxidation number of the remaining two elements which are Na - 1 and O - -2 (alkali metals like Na always have the oxidation number of 1 and Oxygen always have the oxidation number of -2, expect in peroxides where it is -1, from the IUPAC rules of determining oxidation number)
So;
NaClO4 = 0
1+ Cl + (4 x-2) = 0
1 + Cl + -8 = 0
Cl + 1 - 8 = 0
Cl -7 = 0
Cl = 7
The oxidation number of Cl is 7. So therefore the answer is D.
