D is the right answer because in NaClO,the oxidation number of Na and O is 1 and -2 respectively and so let x be the unknown oxidation number for Cl.Generally,the sum of oxidation nos if elements in a compound is 0. So we have 1+x-2=0 ;x=0+2-1 =+1.
