Well we know that oil does not dissolve in polar solvents like water but in nonpolar solvents like kerosene. This means then that kerosene dissolves the oil easily. I can't stand my ground with the word 'evaporation', however we know that when left open, kerosene will evaporate because it is a volatile liquid.

Because the oil is already dissolved in the kerosene, it will very most likely evaporate with the kerosene.

In relation to other questions, the most correct answer is C.

the primary function is to dissolve the oil but other functions is to spread over a large suface area but the evaporation part can be probably because kerosine is a volatile liquid

The correct answer is D ooo...because Oil is soluble in kerosine.....and kerosine can not evaporate oil...so is not C.

While kerosene might initially spread the oil slightly, its primary function is to dissolve it, not simply spread it further.
