Yea, NaOH is very correct because if we draw the ph scale, acidity ranges from 0- 6.9, 7 is neutral while basicsity ranges from 7.1 to 14. Do u agree?, if yes, then NaOH is one of the most basic compound, and that is why its number in ph scale will be the highest since it will range from 7.1 to 14 but others will stay below this if they are acidic
