Helium is a very light gas used in filling baloons which is in no way inflammable...therefore, option B & C are out, now for option D, we have an Element there N(nitrogen) which is the chief diluent of Air and also not inflammable..

yes hydrogen is flammable gas and it burn in blue flame

This question is wrongly compiled. The question has two answers in the sense that both helium, hydrogen and neon all burn with flames. Hence if they meant gases that burn with flames, the question has three answers
Still, if they meant gases that burn in flames,then the correct answer is nitrogen and helium
