halogen usually have seven electrons in there outermost shell so when it gains an electron to form ion it then becomes eight...very correct

Halogen belongs to group 7 whereby the electronic configuration is 2,8,7 and need s1 electrons to become (8) whereby at that state it is called stable because it is octet by gaining 1 more electron to (7).
