since the protons (which is the value of the atomic number) is supposed to be equal to the number of electrons, the 9 protons will gain an ion inorder to balance with the 10 electrons thereby becoming a negative ion. i.e. 9 + 1(-) =10-

A positively charged ion has more protons than electrons.
A negatively charged ion has more electrons than protons.

Very good. A negative element will receive an electron while a positive element will lose an electron.

It has more electron (which makes it negative)
If proton=electron, it would be neutral
But then there is a difference of one

It has more electron (which makes it negative)
If proton=electron, it would be neutral
But then there is a difference of one in the electron
Which makes it negative
