In simple terms, what is expected of you is to find out the combination of two compounds,even when further placed into reaction that eventually leads to the release of a gas that causes physiological reaction.Therefore, if you reacts the compounds given to each option you'll find out that the only one which causes physiological reaction in human is option (C) which when goes into reaction ,it produces NO2 (called laughing gas i.e it causes human to to laugh when it's inhaled).
