Pretty sure the question says how much of the remaining gas is hydrogen, not how much of hydrogen was utilized in percentage.

This is the way you can solve it. Bit in the question they didn't ask for residual gas nor gas left.
They said, What percentage of the total volume of gas left after the reaction is hydrogen. See what we are looking at here is hydrogen ( I.e their last statement) and we know percentage is that mentioned ÷ by the total × 100
There hydrogen is 11
Hydrogen + water makes 35
So 11/35×100
1100/35 = 31.43 Option B.
