The correct answer is A.

This reaction is called hell- volhard-zelinsky reaction.
Carboxylic acids react with halogen atoms in the presence of Sunlight or red phosphorus and water to yield chloroacids.
This is useful in the preparation of chloroacetic acid which can be either a mono chloroacetic, trichloroacetic or trichloroacetic acid
CH3COOH +Cl2 --Sunlight--> ClCH2COOH + HCl
Here. ClCH2COOH is a mono-chloroacetic acid.
Sometimes this reaction is called an alpha coordination reaction as the Cl2 displaces the alpha hydrogen to yield a chlorinated acid and HCl.

A is the correct option because using Cl2 in the presence of SIP( sunlight, Iodine or red Phosporus) the substitution is going to occur on the akyl group and not on the carboxylic group contrary to using a Chlorine carrier.

The answer is C because H+ is the only ionizable hydrogen ion in that compound that's why it's basicity is 1.....the hydrogen ion in CH3 is not ionizable....if you think I'm wrong you can prove it...
