The ans is D because it is the electro negativity value that will indicate the number of bond to form when atoms combine.
If the difference in electro negativity is 3.0 that is electrovalent or ionic. Less than that should be covalent bonding...
Valence cannot indicate it cos valence is just the bonding power i.e. ions/electrons free in atoms used for bonding , so therefore it cannot say the type of bond to form.

Why are you people confusing the type of bond with numbers of bond
The nature or type of bond can be predicted by the electronegativity value
Why the the number of bond is determined by the electronic configuration or valence ( recall under organic chemistry the formation of single bond and double bond ) I hope this convince you people
