The question says effect of food shortage except? Note the word effect. Food shortage will decrease the rate of natality while abundant food will increase natality rate. I.e the birth rate. The word except make it obvious to us that increase in natality is the right options. The question is quite tricky but understanding what you are asked is the important key of arriving at the right answer.
