Yes cos plumule is a young root while radical is a young root.plumule and radical both develop into shoot and root respectively

The "radicle" is the first structure to be formed during germination....it is also called "miniature root"..... WHILE the " "plumule" is the second structure to be formed during germination..... It us also called "miniature shoot"
