To explain better it means a mother possesses XX chromosome and a father XY chromosome and since the question asks for a female offspring her chromosome is xx[ one x from her mother and the other x from her father so in other for the female offspring to be colour blind, the X from her father must be colour blind likewise the x from her mother. Therefore both parents must be colour blind.
