Hmm... Captivating. This question is twisted only in the use of english! So if u had misinterpreted, u fail it. Firstly, "the feature that distinguish a TOAD or FROG from a fish" which means the primary animal is TOAD. Secondly "is the absence of" which means the feature is absent in our primary animal TOAD. Yes, lungs is absent in a fish but we are looking for what's absent in a TOAD which is the scale.

the answer is scales, reasons :

their is no toad or frog that has scales

and coming to lungs, there are many fishes which do Aestivation! this is the act of being dormant in unfavorable condition till favourable one returns. eg, the lung fishes do so. they stay on dry land throughout the Aestivation period, therefore, the answer should be scales

Fishes respire through their mouth,gills and operculum. Frogs(amphibians) respire through their SKIN,a major process called cutaneous respiration. Fishes possess streamlined scaly body which helps them in locomotion, amphibians do not possess scales hence their appendages are modified for movement. Both fishes and amphibians possess lungs which assist also to achieve a systemic circulation in their body tissues.
