phellogin is also reffered to as cork cambium
phelloderm is reffered to as secondary cortex
so we all know that in secondary growth( increase in girth and width of trees) the process is generally accompanied by addition of more secondary phoelm qnd xylem which comes from mitotic division of the *vascular interfascicular cambium*
also secondary growth is marked with a growth and appearance of bark in thr stem of trees this is as a result of a growth of cork cambium producing new tissues inturn providing the tree with a toisted and hard bark
so the answer is clearly option D
