The cell wall of Spirogyra is two-layered: an inner, rigid layer made of cellulose and an outer, slimy layer of pectose. The mucilage is formed by the dissolution of this outer pectose layer in water. It protects the cells from drying out (desiccation) and guards against mechanical injury.
