That depends on the latitude. Times aren’t
defined by longitude alone, but by territory.
At the equator it’s not defined, because it’s
in the middle of the Indian Ocean. Going by
the sun the time would be 14:16. Further
north you come to Pakistan, where the time
would be 15:00. Then you come to
Afghanistan, where the local time would be
14:30. Further north you come to Tajikistan
and Uzbekistan, where the time would be
15:00 again. In Kazakhstan it would then
probably be 16:00. I’ll leave it to you to
decide which Russian time zone(s)
correspond to 64° E.
