Political authority refers to the ultimate legal power to make and enforce decisions in a political system. That authority is vested in the state, not in any single arm or institution. The state is the supreme political organisation within a defined territory. It possesses sovereignty: the highest authority over its people and territory.
The government only exercises authority on behalf of the state.
