The charter establishing the African Union (AU) was signed in Addis Ababa, Ethiopia during the Constitutive Act of the African Union. The Act was adopted in July 2000 by African leaders. The African Union itself was officially launched in 2002, replacing the Organization of African Unity (OAU), which had earlier been established in 1963, also in Addis Ababa, Ethiopia. Thus, Ethiopia is correct because:
The founding charter of the AU was signed there.
Addis Ababa also serves as the headquarters of the African Union.
